Stormwater Compliance and Quality Improvment, Riverside, CA

Accord Engineering provided comprehensive stormwater quality management services to an industrial client at a 65-acre steel mill facility. The steel mill recycles scrap metals into rebar and other steel products. The site was cited by the local RWQCB for discharge of both contact water and non-storm water into the storm channels without proper best management practices (BMPs) in place. Our professionals assisted the client by interfacing with the regulatory agencies (local RWQCB and County Flood Control), revising and updating the facility's Stormwater Pollution Prevention Plan (SWPPP), providing design and engineering solutions to improve the existing drainage system in meeting the runoff compliance, and providing training to the facility personnel for proper maintenance of the existing BMPs.

In response to an urgent request by the client, Accord Engineering provided turn-key design and construction services to construct a surface-drainage collection system and to install five storm water treatment units at strategic locations for treating surface runoff. The surface drainage control was successfully managed by dividing the site into several individual collection and treatment units. To be cost-effective, we maximized the use of existing infrastructure, retrofitting an existing storage pond into a 600,000-gallon-capacity detention basin that eliminates non-storm-water discharge issues. Accord Engineering fully supported the client, accomplishing this $1.1 million stormwater quality improvement project under a fast-track schedule. Accord Engineering was able to assist the lient in avoiding fines and successfully met an aggressive schedule specified in the Notice of  Violation by the RWQCB.
