Remedial Investigation, Expanded Site Inspection, and Post-Removal Verification Sampling, NAB Coronado, CA
 

This $2M Project was performing a Remedial Investigation (RI) for Installation Restoration (IR) Site 2/4, an Expanded Site Inspection (ESI) for IR Site 3, post-removal verification sampling for IR Site 6 to support a no further action (NFA) recommendation at Naval Amphibious Base (NAB) Coronado, California, for the Naval Facilities Engineering Command (NAVFAC).

For IR Site 2/4 we collected data to:

  • Evaluate the nature and extent of constituents of potential concern (COPCs) in soil, soil vapor, sediment, and groundwater
  • Evaluate whether concentrations of constituents in groundwater are a significant source to surface water in San Diego Bay
  • Support the development of a human health risk assessment (HHRA) and ecological risk assessment (ERA)
  • Assess the nature and extent of COPCs in subsurface sediments; and
  • Evaluate whether there is an indication of unacceptable human health or ecological risks that require further evaluation in a feasibility study.
For IR Site 3, we collected data to:
  • Evaluate the nature and extent of COPCs in sediment
  • Support the development of an HHRA and ERA
  • Assess the nature and extent of COPCs in subsurface sediments
  • Evaluate whether there is an indication of unacceptable human health or ecological risk that requires further evaluation in an RI.
For IR Site 6, we collected data to:
  • Evaluate whether current concentrations of copper and organotins (TBT, dibutyltin [DBT] and monobutyl [MBT]) in groundwater are acceptable at IR Site 6
  • Evaluate whether current concentrations of organotins and copper in offshore sediments associated with IR Site 6 are acceptable; and
  • Evaluate whether closure of IR Site 6 with NFA is supported.

To collect these data, Accord Engineering used a variety of innovative methods including in situ transducers for measuring groundwater and tidal influences, summa canisters with an on-site mobile laboratory, real-time analysis of soil vapor VOCs, installation of 4 monitoring wells, and sampling of 14 monitoring wells. Accord Engineering also collected fish and aquatic plant tissues to support the development of exposure estimates for food web receptors as part of the Ecological Risk Assessment.
