Operation & Maintenance of the 90-Day Centralized Accumulation Site, Joint Base Andrews, MD

Accord Engineering provides personnel who ensure the proper day-to-day operation of the centralized accumulation site (CAS) and database management of Andrews’ EESOH-MIS system plus preparation of EPCRA and air-pollutant-emission inventories and reports. Specifically, Accord provides full-time technical assistance and management support to the CAS, provides operation and management support for hazardous materials and hazardous wastes database tracking using EESOH-MIS, prepares annual EPCRA inventories and reports for Andrews and two satellite facilities (Brandywine Receiver Site and Davidsonville Transmitter Site), and prepares an annual air-pollutant-emissions certification report for registered Air Force sources and, starting with 2011, prepares a basic, annual air-emissions inventory for registered tenant sources. The EPCRA inventory and reports are prepared to meet all applicable requirements of EPCRA Sections 311, 312, and 313. Air emissions data is generated from material consumption data, material safety data sheets, and operational and process data using  the  latest  version of  the  Air  Program  Information   Management   System (APIMS).
